The capital consists of Nakhchivan city and 7 administrative regions – Sharur, Babak, Ordubad, Julfa, Kangarli, Shahbuz, Sadarak. There are 5 cities (Nakhchivan, Ordubad, Julfa, Sharur and Shahbuz), 8 settlements, 207 villages.
Autonomous Republic of Nakhchivan was given the status of the autonomous state within the Azerbaijan Republic according to the Constitution of the Azerbaijan Republic worked out by special constitutional commission under the chairmanship of Heydar Aliyev, national leader of the Azerbaijani people and received on November 12, 1995 by referendum.
Autonomous state has its Constitution, Supreme Majlis, Cabinet of Ministers and Supreme Court. The Supreme Majlis of Autonomous Republic of Nakhchivan consists of 45 deputies.
According to the Constitution of the Republic of Azerbaijan and Autonomous Republic of Nakhchivan, the Chairman of the Supreme Majlis of the Autonomous Republic is a supreme official. Supreme official of Autonomous Republic of Nakhchivan adopts orders on issues related to his/her competence and adopts decrees on other issues. Laws of Autonomous Republic of Nakhchivan is signed by the chairman of Supreme Majlis of Autonomous Republic of Nakhchivan.
The state symbols of Autonomous Republic of Nakhchivan are the state flag, emblem of the Republic of Azerbaijan and the national anthem of the Republic of Azerbaijan.
Management system of Autonomous Republic of Nakhchivan is similar to that of the Republic of Azerbaijan. The city and district administrations of the Autonomous Republic are headed by executive powers. The heads of the executive powers are appointed by the President of the Republic of Azerbaijan on the basis of recommendation of the Chairman of Supreme Majlis of Autonomous Republic of Nakhchivan. The Declaration of the establishment of the soviet power in Baku on 28 April 1920 and in Nakhchivan on 28 July and establishment of the Azerbaijan SSR, annexation of Zangazur by Armenia, separation of Nakhchivan from Azerbaijan caused the issue of autonomy of Nakhchivan to put on the agenda.
After proclaiming the soviet power establishment in Armenia on 29 November 1921, Armenia SSR government did a lot to annex Nakhchivan. Turkey had a great role in getting the status of the autonomy of Nakhchivan within Azerbaijan. The treaty signed on 16 March 1921 in Moscow and the Gars agreement signed on 13 October 1921 played a great important in solving the fortune of Nakhchivan. As a result, the Autonomous Region of Nakhchivan was turned to Autonomous Republic of Nakhchivan on 9 February 1924.
On 18 February 1929 the Transcaucasus Central Executive Committee under a totalitar administrative condition passed a decision about joining of 9 villages of Nakhchivan ASSR; Gurdgulag, Khachik, Horadiz of Sharur region, Oghbin, Sultanbay, Aghkach, Almali, Itgiran villages of Ordubad and also the land parcels of Kilit village, corn fields and pastures to Armenia SSR. It was an obvious high treason of the Soviet Power against the Azerbaijan people that the Transcaucasus Central Executive Committee decided the border issues of Nakhchivan, gave some territories of Nakhchivan to Armenia and in both cases the signatories of Moscow (1921) and Gars Agreements (1921) were stood aside from the process and all these were anti international juridical principles.
When Autonomous Republic of Nakhchivan was established, its territory covered the historical area of Nakhchivan -5988 sq.km. In 1929-1930 and later some land parts of the autonomous republic were given to Armenia by the Kremlin regime. As a result, the territory of Autonomous Republic of Nakhchivan reduced to 5365 sq.km.
The words “soviet socialist” were removed from the official name of autonomous republic, name of legislative power body were changed to Supreme Majlis and, for the first time, three-coloured flag of Azerbaijan People’s Republic (1918-1920) were adopted as the flag of Autonomous Republic of Nakhchivan in the session of parliament of autonomous republic on 17 November 1990 presided by National leader Heydar Aliyev.
Autonomous Republic of Nakhchivan has borders with Armenia (the length of the border line is 246 km), Turkey (11 km) and Iran (204 km). Karki village of Sadarak region of Autonomous Republic of Nakhchivan underwent a complete economic blockade in 1991 by the Republic of Armenia which started an injustice war against Azerbaijan and was occupied by Armenians on 19 January 1990. During the war the population of one settlement and 3 villages became displaced from their hearth lands.
